The City of Elkins is seeking a strategic, skilled, and driven Human Resources Generalist II to join our newly established HR Department. Job Summary:

Under the general supervision of the HR Director, this position supports daily HR operations while also contributing to long-term department modernization and development. This is not an entry-level role. We are seeking someone who thrives in a hands-on environment and is eager to grow into a future leadership position.

As a key strategic partner to the HR Director, you will help build a high-performing, people-centered HR function from the ground up. The HR Generalist II plays a vital role in promoting an ethical, inclusive, and compliant workplace and serves as a trusted partner to both employees and leadership.

  • Coordinate and manage the full employee life cycle
  • Administer employee benefits, including open enrollment, Section 125 plans, and ACA reporting
  • Prepare, review, and process HR transactions in alignment with city policy and state/federal law
  • Lead or support departmental projects with accountability for timelines and deliverables
  • Provide guidance to employees and managers on policies, benefits, and HR procedures
  • Maintain and audit personnel and payroll records, including data entry into the HRIS
  • Coordinate and execute full-cycle recruitment and onboarding processes
  • Support employee relations efforts, including investigations and documentation
  • Assist with compensation reviews, job classification, and compliance reporting
  • Conduct training for city staff and provide onboarding support
  • Recommend and implement improvements to HR processes
  • Supervise or mentor junior HR staff as needed

Qualifications:

Education and Experience:

  • Bachelor’s degree in human resources, Business Administration, or a related field (or equivalent experience)
  • A master’s degree in Human Resources or a related field maybe substituted in lieu of required experience
  • 5–8 years of progressive HR experience preferred
  • PHR or SHRM-CP certification preferred or obtainable within 18 months of hire

  • Knowledge of federal, state, and local employment laws and HR best practices
  • Strong understanding of HRIS platforms and digital workflow tools
  • Effective communication and interpersonal skills
  • Project management capability and organizational agility
  • Ability to interpret and apply complex policies and procedures

  • Commitment to confidentiality and accuracy in all work
  • Demonstrated ability to be innovative, collaborative, and self-directed
  • Ability to manage multiple projects and meet deadlines independently

Work Environment:

  • Office-based with hybrid work flexibility
  • May involve occasional off-site meetings or engagement events
  • Must be able to maintain confidentiality and manage sensitive information
  • Occasional lifting up to 10 pounds
