Parking Enforcement/Animal Officer

Job Description

Under general supervision, enforces City of Elkins, WV parking rules and regulations and animal ordinances.  Work involves interpreting City Codes/Ordinances; Notices of Citations and Municipal Court summonses, issuing parking violation tickets; issuing animal ordinance violation tickets; and performing related work as assigned. Reports to Chief of Police.

Tasks

  • Patrols City streets to identify parking violations; prepares parking tickets prepares and issues receipts; prepares summonses for overdue payments; prepares complaints and warrants as necessary for non-payment of fines due; researches vehicle ownership as necessary.
  • Patrol an assigned area by vehicle or on foot to ensure public compliance with existing parking and animal ordinances.
  • Maintain close communication with dispatching personnel, using two-way radios or cellular phones.  Relays important information about incidents or emergencies via two-way radio or cellular phone to Police Department Dispatch.
  • Writes warnings and citations for illegally parked vehicles.
  • Issues warnings or Citations.
  • Identify vehicles in violation of Parking Codes, checking with Police Dispatcher when necessary to conform identities or determine whether vehicles need towed.
  • Observe and report hazardous conditions such as missing traffic signals or signs, and street markings that need to be replaced or repainted.
  • Perform simple vehicle maintenance procedures such as checking oil and gas, and report mechanical problems to supervisors.
  • Enter and retrieve information pertaining to vehicle registration, identification and status using computerizes data base.
  • Prepare and maintain required records, including logs of enforcement activities and records of contested citations.
  • Maintain assigned equipment and supplies such as citation books, rain gear, and street cones.
  • Inform Public about Policies, Services or Procedures.
  • Appear in Municipal Court at Hearings regarding contested Traffic citations.
  • Locate lost, stolen and counterfeit parking permits, and take necessary enforcement action.
  • Make arrangements for illegally parked vehicles or abandoned vehicles to be towed, and direct tow-truck drivers to the correct vehicles.
  • Perform traffic control duties such as setting up barricades and temporary signs or directing Traffic.
  • Provides assistance to Motorists, such as calling for help or providing directions.
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
  • Receives and/or reviews various records and reports such as tickets.
  • Operates a variety of equipment such as a vehicle, desktop computer, laptop computer, copier, shredder, fax machine, calculator, telephone, etc.
  • Uses tickets and general office supplies and various word and data processing software programs.
  • Interacts and communicates with various groups and individuals such as the Police Chief,  Mayor, Enforcement Agency staff and officials, co-workers and the general public.
  • Attends training, conferences, meetings, etc., to enhance job knowledge and skills and maintain certifications.
  • Remove illegal Hand Bills where posted.

Qualifications

Education

 

High school diploma or general education degree (GED); must have a valid WV Driver’s Licence.

Knowledge 

Required:

Clerical —Has knowledge of modern office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation, and spelling.

Public Safety and Security - Has knowledge of the occupational hazards and safety precautions of the trade.

Customer and Personal Service - Is able to perform duties in a courteous manner and with the utmost integrity in the best interest of the public.

Law and Government - Has thorough knowledge of the methods, policies, and procedures of the City as they pertain to the performance of duties of the Parking Enforcement Officer. Has knowledge of the laws, codes, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Is able to comprehend, interpret, and apply regulations, procedures, and related information.
